Why it moves markets
A surprise decision or an unexpected vote split can move sterling sharply. Quarterly Monetary Policy Reports add new forecasts.
Who publishes it, and when
Bank of England Monetary Policy Committee. Eight scheduled meetings a year, usually 12:00pm UK time.

GBP/USDEUR/GBPGBP/JPY
Pairs that include the currency involved usually react most. How much and in which direction depends on the surprise against expectations and on everything else going on. This isn't a prediction.
